Creates a six-member Advanced Technology Review Committee including the state Chief Information Officer, ND University System Vice Chancellor for IT, three private sector appointees (selected by the governor and legislative majority leaders), and the Commerce Commissioner as a nonvoting member.

Establishes the Advanced Technology Grant Program administered by the Department of Commerce to fund entrepreneurs, startups, and small businesses in early-stage advanced technology research, development, and prototype creation.

Prioritizes grant applications promoting artificial intelligence, machine learning, quantum computing, and similar advanced technology innovation that supports economic development and workforce advancement in North Dakota.

Prohibits grant funds from being used for capital/building investments, administrative costs, or regular operations; requires repayment if a grant recipient leaves the state.

Passed unanimously in both chambers (House 88-0, Senate 47-0) and creates a special fund in the state treasury for grants and administrative expenses.
