Amends North Dakota Century Code to require school districts to make "reasonable effort" to provide one full-time equivalent school counselor per 300 students in grades 7-12 and one per 300 students in grades K-6

Removes specific implementation dates (2010-11 for secondary and 2022-23 for elementary) from the existing statute, making the requirements ongoing

Allows up to one-third of the secondary school counselor requirement to be met by career advisors certified by the Department of Career and Technical Education

Establishes that districts meet the requirement if they actively recruited counselors, explored alternative methods (shared services, contracted services, virtual counseling), and documented these efforts

Requires school districts to provide compliance documentation to any individual upon request
