Defines "natural asset companies" as corporations that hold rights to ecological performance of natural or working lands with the primary purpose of managing, restoring, and monetizing natural assets and ecosystem services

Prohibits North Dakota and its political subdivisions from selling, leasing, or encumbering any state-owned or controlled land or resources to natural asset companies, including land owned by state retirement systems

Bans public fund investments in natural asset companies, including securities, mutual funds, and private placements, and prohibits state involvement in bond offerings connected to natural asset companies

Bars natural asset companies from operating, conducting business, or acquiring any assets in North Dakota; Secretary of State cannot accept incorporation filings or grant business authority to such companies

Any acquisition of state or political subdivision land by a natural asset company is automatically void, and violators face court action with potential reversion of land ownership and attorney's fees awarded to plaintiffs
