Director of the Indian Affairs Commission must review all measures introduced each legislative session to identify bills with tribal implications

Director is required to consult with tribal chairpersons of each tribe when a bill is determined to have tribal implications

"Consult" is defined as direct, interactive involvement of tribal governments in policy development, requiring proactive identification of affected tribes and consideration of their input as integral to decision-making

"Matters with tribal implications" includes legislation with substantial direct effect on tribal nations within North Dakota or affecting the distribution of power between state and tribal governments
