Creates new "manufacturing distillery" category for distilleries producing 40,000 gallons (151,416 liters) or fewer of distilled spirits per year

Defines "satellite location" as an offsite location owned or leased by a manufacturing distillery for retail operations

Increases the annual direct sales limit for manufacturing distilleries from 25,000 gallons to 40,000 gallons for off-sale retail and direct shipping

Expands event permit locations for manufacturing distilleries to include on-premises, off-premises, and satellite locations (up to 40 event days per year)
