Raises fishing outfitter license fees from $100 to $250 for residents and $400 to $500 for nonresidents, with reduced rates for those already holding hunting guide/outfitter licenses

Eliminates several license categories including nonresident waterfowl hunting ($100), commercial frog licenses, and commercial clam licenses and dealer permits

Removes the department's ability to waive the three-year hunting experience requirement for hunting guide/outfitter applicants who hunted in other states, now requiring applicants to have hunted in North Dakota specifically

Increases required proficiency examination frequency from twice to three times per year and reduces the retake waiting period from 90 to 60 days for hunting guide/outfitter license applicants
