Prohibits preferred provider arrangements from restricting dental provider payments to credit card as the only acceptable payment method

Requires dental insurers or vendors initiating electronic funds transfers (including virtual credit cards) to notify providers of any associated fees, explain available payment alternatives without fees, and disclose if the insurer profits from credit card transaction fees

Bars fees for transmitting payments through the automated clearinghouse (ACH) network unless the dental provider consents, though agents may charge reasonable fees for value-added services like transaction management and portal services

Passed unanimously in both chambers (House 93-0, Senate 45-0) during the 69th Legislative Assembly session beginning January 7, 2025
