Prohibits drug manufacturers, their agents, affiliates, or third-party logistics providers from restricting contract pharmacies' ability to acquire or dispense 340B program drugs on behalf of covered entities

Makes it a class B misdemeanor to deny drug access, require claims/encounter/utilization data submission as a condition for receiving drugs (unless federally required), or offer drugs only as rebates instead of point-of-sale discounts

Defines covered entities as participants in the federal 340B drug discount program (42 U.S.C. 256b), which provides reduced-price medications to eligible healthcare organizations

Exempts drugs subject to limited distribution requirements under federal Risk Evaluation and Mitigation Strategies (21 U.S.C. 355-1)
