Creates a new chapter in North Dakota Century Code establishing rights to access, provide, cover, and manufacture contraceptives, including oral contraceptives, IUDs, emergency contraceptives, condoms, and other FDA-approved methods

Prohibits the state or political subdivisions from enacting laws, rules, or policies that prohibit, limit, delay, or impede access to contraceptives or contraceptive information

Explicitly excludes mifepristone and misoprostol (abortion-causing drugs) from the definition of contraceptives protected under this chapter

Allows health care providers to decline providing contraceptives based on moral or religious objections, consistent with federal law

Authorizes civil actions by the attorney general or adversely affected individuals against government entities violating the chapter, with courts empowered to award injunctive relief, court costs, and attorney's fees to prevailing plaintiffs
