Caps North Dakota's general fund budget growth at 3% per biennium compared to the previous biennium's approved budget

Allows unused growth capacity (the difference between actual increase and the 3% cap) to be carried forward for up to three bienniums to permit larger increases in future budgets

Permits budget increases exceeding 3% if approved by a two-thirds supermajority vote in both the House and Senate

Adds a new section to Chapter 54-27 of the North Dakota Century Code establishing these appropriation limitations
