Amends North Dakota's dental board disciplinary procedure to require (rather than permit) the board to direct a complaint committee to investigate complaints against dentists

Adds new transparency requirement that complainants must receive a copy of the dentist's written response when an individual initiates the complaint

Maintains existing provisions allowing any person to file written, signed complaints alleging dentist misconduct, with the board also retaining authority to initiate complaints on its own motion

Preserves board investigative powers including examining patient records, requiring physical or mental examinations of dentists, and obtaining expert opinions
