Prohibits polluting atmospheric activities including weather engineering, cloud seeding, stratospheric aerosol injection, and release of harmful emissions or excessive electromagnetic radiation using unmarked or unidentified aircraft, vehicles, or facilities

Classifies violations as a class C felony with fines up to $500,000

Exempts aerial application of agricultural chemicals or materials from the restrictions

Requires county sheriffs and the Department of Environmental Quality director to investigate reports from the public, with emergency measurements taken within 2 hours of receiving a report

Authorizes the governor to direct the adjutant general to order aircraft releasing pollutants to land at the nearest airport for investigation, and empowers law enforcement to issue cease-and-desist orders for facilities exceeding specified electromagnetic radiation thresholds
