Creates the North Dakota student teacher scholarship program, administered by the State Board of Higher Education, to provide scholarships to student teachers seeking initial teacher licensure after graduation

Eligible students must be enrolled in a state-approved teacher preparation program, completing their student teaching experience in North Dakota, and progressing satisfactorily through the program

Students who already hold an initial teaching license or alternate access teaching license are ineligible for the scholarship

Scholarships are capped at $3,000 per eligible student, applied to tuition and fees for the semester of student teaching

Appropriates $4,200,000 from the general fund to the State Board of Higher Education for the 2025-2027 biennium to fund the scholarship program
