Adds individuals who have completed Peace Corps volunteer service to the list of those qualifying for resident student tuition rates at North Dakota University System institutions

Requires certification from a Peace Corps director confirming completion of volunteer service to qualify for the resident tuition benefit

Amends Section 15-10-19.1 of the North Dakota Century Code, which defines "resident student" for tuition purposes

Passed unanimously in both chambers: House vote 88-0, Senate vote 47-0
