Creates a "feather alert notice" system using the emergency alert system to broadcast information about missing indigenous individuals who have been abducted or are at imminent risk of serious bodily harm or death

Adds a "missing and endangered persons alert notice" for adults 18 or older who have been abducted or are believed to be in grave danger, supplementing existing amber, blue, and silver alerts

Designates the Indian Affairs Commission as the primary liaison between tribal, state, and federal agencies for alert notices involving indigenous individuals, with responsibility for public education and outreach

Requires the Bureau of Criminal Investigation and Highway Patrol to issue annual reports to the Indian Affairs Commission on feather alert effectiveness and hold annual public meetings with tribal leaders

Expands duties of the Committee on Tribal and State Relations to evaluate the feather alert notice system for missing indigenous individuals
