Creates a spay and neuter awareness grant program administered by the agriculture commissioner through the environment and rangeland protection fund

Grants will be awarded to applicants who promote spaying/neutering services or who offer and perform these services in North Dakota

Requires the commissioner to adopt rules for the program in consultation with the state veterinarian

Changes fee deposits so all revenue from inspection, license, and registration fees goes to the environment and rangeland protection fund, removing the previous $727,500 biennial cap that directed excess fees to the general fund

Appropriates $1,000,000 in one-time funding from the environment and rangeland protection fund for the 2025-2027 biennium to create and administer the program
