Adds a new statutory definition for "backup electric generation" as electric generation that is not connected to the grid and operates temporarily to replace primary power sources when unavailable

Excludes onsite backup electric generation from the definition of "electric energy conversion facility," exempting it from Public Service Commission siting and permitting requirements

Amends section 49-22-03 of the North Dakota Century Code by renumbering existing definitions to accommodate the new "backup electric generation" term

Updates a cross-reference in section 49-22-22 regarding application fees from subsection 3 to subsection 4 to reflect the renumbering
