Requires destruction of application records upon request by the applicant, or by a parent/guardian if the applicant was under 18 when applying, subject to existing retention requirements under section 15-10-44

Restricts access to exempt application records to higher education employees performing regular job duties only

Declared an emergency measure, allowing immediate implementation upon passage

Passed unanimously in both chambers: House 89-0 (5 absent) and Senate 46-0 (1 absent)
