Legislative management shall establish a committee during the 2025-26 interim to study special education funding, with staffing and administrative support provided

Committee composition includes 8 legislators (4 House, 4 Senate) plus education professionals including multi-unit special education directors, school superintendents, business managers, and a special education coordinator

Study must comprehensively review special education funding models covering student contracts, high-cost students, residential placement, and Medicaid reimbursement

Committee shall report findings, recommendations, and any necessary legislation to the 70th Legislative Assembly
