Creates a new regulatory framework for "beneficial substances" in North Dakota, covering plant biostimulants, plant amendments, plant inoculants, soil amendments, and soil inoculants used to improve plant growth and soil health

Requires distributors to obtain a license ($100 fee per location, valid for two years) and register each product brand ($50 fee per product) with the agriculture commissioner before selling beneficial substances in the state

Mandates specific labeling requirements including product name, net weight, manufacturer information, composition statement with ingredient percentages, and for microbial products, expiration dates and storage conditions

Imposes an inspection fee of $10 or $0.20 per ton (whichever is greater) on distributed beneficial substances, with exemptions for products sold in packages of 10 pounds or less

Establishes penalties including class A misdemeanor for knowing violations, civil penalties up to $2,500 per violation, and authorizes the commissioner to issue stop sale orders and cancel registrations for non-compliance
