Study must review history of classification and pay grade changes, comparisons between state employee compensation across departments, and comparisons to similar private sector jobs

Study scope includes equity funding and bonuses for employee retention, prevailing wages on state projects, and wage levels in state contract awards

Health plan analysis required, including impact of benefit changes and premium rate structures for single and family coverage

Findings and recommendations must be reported to the 70th Legislative Assembly with any required implementing legislation
