Creates a two-year pilot program (2025-26 through 2026-27 school years) for Student Education Services Accounts administered by the Bank of North Dakota for K-12 students

Parents may deposit up to $2,000 per child per school year, with the state matching 50% of parental contributions

Authorized expenses include tuition for career/technical education, dual-credit courses, nonpublic schools, and online courses, plus tutoring, mental health services, school meals, special needs programs, test preparation, and educational camps

Appropriates $41.2 million from the general fund for the biennium (July 1, 2025 - June 30, 2027), with up to $1.2 million designated for program administration

Upon high school graduation, remaining funds may transfer to a college savings plan if the student attends an in-state institution; accounts close with parental refund if the child leaves the state or attends out-of-state college
