Requires hunters to obtain written permission from the landowner before using a motor-driven vehicle off established roads or trails when hunting big game or small game (other than waterfowl or cranes)

Removes the previous provision allowing lessees who actively farm or ranch the land to grant vehicle permission—only landowners may now provide authorization

Eliminates the specific prohibition on driving through retired cropland, brush areas, sloughs, timber areas, open prairie, and harvested/unharvested cropland without permission, replacing it with a simpler landowner permission requirement

Removes the exception that previously allowed off-road vehicle use during deer gun season when hunting upland game
