School districts must demonstrate renovation costs exceed 60% of new construction costs, have a failed construction referendum, and submit an engineering assessment showing immediate need

State funding ranges from 5% to 95% of construction costs based on local mill value, with lower-wealth districts receiving higher state contributions

Districts receiving 40% or more state funding must use the approved state architectural design, or accept only 20% funding to choose their own design

Program expires July 1, 2035, with priority given to North Dakota-based architectural firms and construction managers (70% in-state employees, 75% in-state revenue)
