Removes local governing bodies' discretion to grant or deny gaming site authorizations, requiring denials to follow an ordinance or written policy adopted after public comment

Prohibits local governments from requiring charitable gaming organizations to donate net proceeds to the city, county, or local programs as a condition for site authorization

Bars local governments from denying site authorization solely because an organization hasn't previously conducted gaming at the site, or from requiring organizations to use specific sites or enter leases with specific organizations

Allows local governments to limit game types, number of electronic pull tab devices or twenty-one tables per site, number of sites per licensed organization, charge a $100 site authorization fee, and establish organization qualifications

Preserves local authority to create rules more stringent than state law and to deny authorization for just cause including violations of state law or local rules after consulting the attorney general
