Expands eligibility to obtain voter lists and reports from the central voter file from only candidates, political parties, and political committees to "any person located within or outside the state" for election-related purposes

Prohibits the sale or distribution of voter information obtained from the central voter file for non-election-related purposes

Limits available voter information to specific data fields (subsections 1, 2, 3, 4, 5, 6, 7, and 10 of section 16.1-02-12), with all other central voter file information remaining exempt from disclosure

Protects "secured active" voter records as exempt, making them unavailable to any person except for limited identifying information (name, address, and voting district)

Requires funds received for producing voter lists or reports to be deposited in the secretary of state's general services operating fund
