Creates a long-term care facility infrastructure loan program administered by the Bank of North Dakota for nursing and basic care facility renovations or new construction, with loans capped at $10 million or 50% of project costs, interest rates not exceeding 2%, and 20-year repayment terms

Requires loan recipients to complete construction projects within 24 months of approval or face potential forfeiture of the entire loan amount

Amends the existing medical facility infrastructure loan fund to increase the interest rate from 1% to 2%

Appropriates $15 million from the strategic investment and improvements fund to the Bank of North Dakota for the new loan program for the 2025-2027 biennium
