State treasurer must develop and maintain a public fiscal transparency portal on the treasurer's website, in consultation with the tax commissioner and state auditor

Portal must display for each distribution of state funds: the recipient's identity, the amount distributed, and the purpose or intended use of the funds

Recipients of state funds and state departments, agencies, or institutions must submit data on state fund usage upon request from the treasurer, tax commissioner, or state auditor

Personally identifiable information must be protected from unauthorized access and disclosure

"State funds" defined as any public moneys raised under state authority and made available for state expenditure
