Increases the voter approval threshold for constitutional amendments from a simple majority (50%+1) to 60% of votes cast

Applies to citizen-initiated constitutional amendments proposed through petition, which currently require signatures from 4% of the state's resident population

Applies equally to legislature-referred constitutional amendments proposed by the Legislative Assembly

Amends Section 9 of Article III and Section 16 of Article IV of the North Dakota Constitution

If passed by the legislature, the proposed constitutional change will be placed before voters at the 2026 general election
