Legislative Management directed to consider studying water and wetlands regulations and taxation of inundated lands in North Dakota

Study must review methods for assessing wetland boundaries, examine other states' water and wetlands laws, and inventory all federal, state, and local regulations on water jurisdiction

Study must analyze environmental protection and public health jurisdictional framework, identifying conflicts, overlaps, and gaps in authority across government levels

Study must explore legal options to fill and drain nuisance areas, examine impacts of seasonal wet areas on agricultural productivity and soil health, and assess wildlife habitat value

Findings and recommendations, including any required legislation, must be reported to the 70th Legislative Assembly
