Amends legislative term limits from 8 cumulative years to 12 cumulative years per chamber (House or Senate), with eligibility to serve another 12 years after a 4-year break

Limits the governor and lieutenant governor to 8 cumulative years in office

Establishes 12 cumulative year term limits for other statewide elected officials (agriculture commissioner, attorney general, auditor, insurance commissioner, public service commissioner, secretary of state, superintendent of public instruction, tax commissioner, treasurer), with eligibility to serve again after a 4-year break

Repeals the constitutional provision that prohibited the legislature from proposing amendments to term limit rules

Prior service before December 1, 2026 (for legislators elected in 2026), December 1, 2028 (for legislators elected in 2028), and January 1, 2027 (for statewide officials except governor/lieutenant governor) would not count toward cumulative limits; measure would go before voters at the 2026 general election
