Proposes a constitutional amendment to Article IX, Section 2 of the North Dakota Constitution, to be submitted to voters at the 2026 general election

Authorizes $3 billion in additional distributions from the common schools trust fund over 10 years ($300 million per year) specifically for school construction statewide

Adds $600 million per biennium for school construction funding from the 2027-28 through 2035-36 bienniums, distributed equally each year

Changes language from "must" to "may" regarding the prohibition on diverting trust fund distributions, while maintaining that funds must be used for common school benefits

Removes the transitional provision that guaranteed distributions would be at least equal to the preceding biennium when the original amendment took effect
