Appropriates $31,652,790 total funds ($6,713,108 general fund) to the North Dakota Veterans' Home for the 2025-27 biennium, covering 114.79 FTE positions

Includes $587,050 in one-time funding from other funds for building maintenance ($390,000), resident garages and storage units ($175,000), and equipment ($22,050)

Authorizes the veterans' home to provide meals at fair value or free to employees during operational disruptions as required by their job assignments

Permits transfer of up to $600,000 from salaries and wages to operating expenses for the current biennium ending June 30, 2025, as an emergency measure

Requires a legislative management study during 2025-26 on veterans' home facility usage, including options to increase resident census and utilize unoccupied space
