Appropriates $439,294,166 total ($34,729,766 general fund, $404,564,400 other funds) for the Industrial Commission and agencies under its control for the 2025-27 biennium, covering operations of the Bank of North Dakota, Housing Finance Agency, Department of Mineral Resources, and Mill and Elevator Association with 540.75 full-time equivalent positions.

Requires Bank of North Dakota to transfer $140,000,000 to the general fund and $60,000,000 to economic development programs including the partnership in assisting community expansion fund, agriculture PACE fund, biofuels PACE fund, and beginning farmer revolving loan fund.

Transfers $10,000,000 from the general fund and $25,000,000 from the strategic investment and improvements fund to the housing incentive fund for homeless programs and housing projects, including a $150,000 passthrough grant for a Native American homelessness liaison.

Creates a new rail revolving loan fund administered by the Bank of North Dakota to provide loans to counties, cities, railroads, and freight railroad users for rail infrastructure construction or upgrades, with Class I railroads ineligible.

Establishes a $25,000,000 enhanced oil recovery grant program through transfers to the oil and gas research fund and expands the North Dakota Pipeline Authority's borrowing authority from $60 million to $100 million contingent on entering a natural gas pipeline capacity purchase agreement by December 31, 2026.
