Appropriates $492,027,098 total funds ($344,370,374 general fund) to the Department of Corrections and Rehabilitation for the 2025-27 biennium, including $440.6 million for adult services and $36.2 million for youth services, with an increase of 34.5 full-time equivalent positions to 964.29 total

Allocates $95,834,175 from the Strategic Investment and Improvements Fund for one-time projects including $35.6 million for Heart River correctional center, $20 million for Missouri River correctional center planning and design, and $13 million for deferred maintenance

Authorizes a contingent Bank of North Dakota line of credit up to $989,891 for purchasing tasers, body cameras, and ballistic vests if federal grant funding is not obtained

Requires legislative management studies during the 2025-26 interim on diversion and deflection centers, and on sentencing, corrections, and parole systems including potential impacts of requiring offenders to serve 85% of sentences in secured facilities

Establishes a Missouri River correctional center steering committee with legislative members to oversee design and construction of a new minimum security male correctional facility
