Appropriates $200,508,732 total funds ($48,041,136 general fund, $152,467,596 other funds) to the Information Technology Department for the 2025-27 biennium, supporting 509 full-time equivalent positions

Includes $3,512,670 in one-time funding from the strategic investment and improvements fund for a state data center migration project ($1,719,061) and IT services automation ($1,793,609)

Adds a Department of Health and Human Services representative with IT experience as an ex officio, nonvoting member of the legislative Information Technology Committee alongside the chief information officer

Converts the information technology operating account to a continuing appropriation fund with quarterly reporting requirements to the budget section, though the fund cannot be used for salaries and wages

Requires legislative management studies during 2025-26 on statewide interoperable radio network funding and emergency communications fees, the state enterprise resource planning system, and quarterly reports on the student information system transition
