Creates a new and vacant FTE pool of $554,757 that requires Office of Management and Budget approval before funds can be transferred and spent

Adds attorneys employed by the Commission on Legal Counsel for Indigents as a new category of positions in state service under NDCC 54-44.3-20

Directs a legislative management study during 2025-26 on establishing the North Dakota Public Defenders Office as an administrative agency under the commission's authority
