Designates $5,438,386 in one-time funding for projects including relocation to a new chemistry laboratory ($1,500,000), laboratory capital assets ($1,375,000), emerging contaminants equipment ($943,200), and petroleum tank database ($700,000)

Redirects fuel inspection fees (one-fortieth of one cent per gallon) from the general fund to the Department of Environmental Quality operating fund, earmarked for the state fuel inspection program
