Appropriates $5,007,966 total ($2,999,804 general fund, $2,008,162 other funds) to the Department of Veterans' Affairs for the 2025-27 biennium, including $1,319,706 for transportation grants, $50,000 for service dogs, and $291,500 for veterans' home cemetery

Transfers governance authority over the veterans' home and Department of Veterans' Affairs from the Administrative Committee on Veterans' Affairs to the governor, including appointment of the commissioner and veterans' home administrator

Requires the commissioner of veterans' affairs to be a North Dakota resident and qualify as a veteran, serving at the pleasure of the governor

Provides $500,000 one-time funding for homeless veterans' services and transfers $500,000 to the veterans' postwar trust fund

Continues approximately $1.27 million in unexpended appropriations from prior biennia, including funds for Fisher House construction at the Fargo VA medical center and veterans' medical transportation improvements
