Prohibits foreign countries of concern and foreign organizations of concern from purchasing real property in North Dakota after July 31, 2025, and bars county and city governments from approving development agreements with such entities

Requires grantees to certify on deeds whether they are allowed or prohibited from owning property under the foreign ownership restrictions, with county recorders barred from accepting deeds without this certification

Mandates foreign persons file copies of federal Agricultural Foreign Investment Disclosure Act reports with the agriculture commissioner, who must publish annual reports on foreign-owned agricultural acreage by county

Imposes civil penalties up to 25% of fair market value for failing to file required agricultural land reports, and up to $25,000 for entities that fail to divest property within required timeframes

Creates class B misdemeanor penalties for willfully falsifying ownership certifications on deeds or secretary of state filings, and requires organizations to certify foreign ownership status when registering with the secretary of state
