Counties may undertake floodplain management and enact ordinances applying to all persons and property within county boundaries, except for areas within city zoning jurisdictions or Indian country

Townships may assume exclusive floodplain management authority from counties by adopting a written resolution, and may later relinquish that authority back to the county through a written agreement with a 60-day waiting period

Cities may exercise floodplain management authority within their zoning jurisdictions and must enact ordinances covering all persons and property in those areas

Department of Water Resources must establish and maintain a publicly accessible electronic central repository for local floodplain management ordinances and agreements, updated by May 31st annually

Counties, cities, and townships are not required to activate general zoning authority before enacting floodplain management ordinances; passed Senate 47-0 and House 83-9
