Creates a new state licensing requirement for nursing services agencies (staffing agencies that provide temporary nurses, nursing assistants, nurse aides, and orderlies to health care facilities), effective January 1, 2026

Requires agencies to pay a $2,000 nonrefundable application fee and $2,000 annual licensure fee, and maintain professional malpractice insurance of at least $1 million per occurrence/$3 million aggregate plus matching general liability coverage

Mandates agencies maintain detailed personnel records including criminal background checks, drug testing results, immunization documentation, competency evaluations, and employment verification for all workers

Prohibits agencies from restricting workers' future employment opportunities or charging health care facilities fees when they permanently hire agency workers

Authorizes the Department of Health and Human Services to investigate agencies, revoke or suspend licenses for violations, and impose civil penalties up to $1,000 per day per violation
