Creates a Distressed Ambulance Service Program administered by the Department of Health and Human Services to identify and assist ambulance services at risk of failing, ceasing operations, or unable to respond to service requests

Department must assign a coordinator within 7 days of declaring a service "distressed" to develop an emergency medical services improvement plan, with two required public meetings (at 30-day intervals) for stakeholder input

Licensees receiving notice of problems have 45 days to respond with proposed corrective actions; department has 15 days to approve or request amendments to the response

Establishes a Distressed Ambulance Service Program fund in the state treasury with continuing appropriation for program administration, contractor fees, and operational expenses

Passed Senate 45-0 and House 82-9; requires interim reports to legislative management on program status, number of distressed services, costs, and overall effectiveness
