Removes the requirement that water resource boards must request Department of Water Resources involvement for watercourse determinations

Allows any person aggrieved by a watercourse determination made by a state agency or political subdivision to request the Department of Water Resources to review and make its own determination

Establishes an appeal process under section 61-03-22 for persons aggrieved by Department of Water Resources watercourse determinations

Adds a new definition of "waterway" as a natural, geologic feature that conveys surface water over land
