Removes the exemption that previously allowed municipal, rural, and industrial water supply projects using federal funds under Public Law 99-294 to bypass contractor licensing requirements when submitting bids

Requires all bidders on public contracts, including water supply projects, to hold a contractor's license for the full bid amount at least ten days before the bid deadline

Eliminates the 20-day grace period that allowed lowest bidders on water supply projects to obtain licensing after being selected

Passed the Senate 47-0 and the House 91-1, requested by the Department of Water Resources
