Creates a one-time premium credit of up to $250 for Workforce Safety and Insurance accounts with at least 50% ownership by active North Dakota National Guard members, armed forces members, veterans, or surviving spouses of veterans

Applies to new account applications received on or after July 1, 2025

Authorizes Workforce Safety and Insurance to issue notices of decision, administrative orders, and other communications by electronic means in addition to regular mail

Updates terminology throughout the disputed decisions process from "served" and "mailed" to "issued" to accommodate electronic delivery

Passed unanimously in both chambers (Senate 47-0, House 88-0)
