Amends North Dakota Century Code section 54-59-11 to streamline the state's information technology planning process

Removes requirements for agencies to submit IT plans by August 15th of even-numbered years, departmental compliance reviews, and the authority to require plan changes

Eliminates the requirement for judicial and legislative branches to file IT plans with the department

Removes the mandate for the department to prepare and distribute a statewide IT plan to legislative assembly members

Shifts the statewide IT plan emphasis from long-term accomplishments to agency strategic goals, business objectives, and alignment with statewide IT initiatives
