Increases the reporting threshold for executive branch IT projects to the information technology committee from $100,000-$500,000 to $100,000-$5 million

Renames "executive steering committees" to "oversight committees" for major IT projects and shifts appointment authority for committee chairman from agency project sponsor to the chief information officer

Changes oversight committee role from mandatory decision-making (requiring four affirmative votes) to making recommendations to agency heads and project sponsors regarding contracts, budgets, schedules, and scope changes
