Adds new renewal fee of $40 for private security training certificates (previously one-time only) with $15 monthly late fee

Requires the state auditor to conduct a performance audit of the board during the 2025-2027 biennium

Declares the fee increases an emergency measure for immediate effect; passed Senate 44-2 and House 85-5
