Amends North Dakota Century Code section 54-66-13 to clarify restrictions on elected public officials serving as lobbyists, implementing Article XIV, Section 2 of the state constitution

Classifies knowing violations of the constitutional lobbying restriction as a Class A misdemeanor

Authorizes the Ethics Commission to assess civil penalties of up to $1,000 on individuals who knowingly violate the lobbying restriction
